A technical failure was behind a controversial VAR goal decision that allowed Melbourne Victory to beat the Newcastle Jets 1-0 in the Australian A-League grand final, football chiefs said Sunday.

Kosta Barbarouses scored the contentious winner in the ninth minute of the game on Saturday in front of a sell-out crowd in Newcastle.

Despite replays showing three Victory players offside, it was allowed to stand after intervention by the Video Assistant Referee (VAR).

"Our review has found that a technical failure in the VAR system meant that the VAR did not have access to the camera views which would have enabled him to make an offside ruling," Football Federation Australia said in a statement.

The governing body's A-League head Greg O'Rourke said that according to technology partner Hawkeye, the capture software that uploads the broadcast feed into the VAR system was partially lost 30 seconds before Victory's goal due to a malfunction.

"It was not until some minutes after the goal that this was restored, too late to change the decision on the goal as the game had restarted," O'Rourke said.

"Under VAR regulations, where there is no clear evidence to the contrary, the on field decision -- in this case allowing the goal -- stands."

The camera feed to broadcaster Fox Sports, which was routed separately, was not affected.

"We are extremely disappointed at this failure of the VAR technology," added O'Rourke of the technology that will be used at this year's World Cup in Russia.

"And we understand the disappointment and frustration of the Newcastle Jets, their fans and indeed all football fans."

VAR was introduced in Australia and other parts of the world supposedly as a technology-based solution to correct human errors when officials are making judgements in split seconds.

It is also due to be used at the World Cup when it begins in Russia next month.

O'Rourke said the FFA was working with Hawkeye to understand why the system failed and what can be done to prevent it happening again.

"All parties desire the technology to be failure proof and that is what we will be striving for," he said.

The goal sealed Victory's fourth championship triumph with Kevin Muscat's team winning the title from fourth place in the regular season.

The Jets finished second on the final season standings behind the tearaway leaders Sydney FC, who were knocked out by Victory in last week's semi-finals.
